I went to canada in september 2005 as a permanent resident. After few months, I was informed from my home country that my mother had cancer and there was nobody to look after her. I had to return back

It seems you have very compelling reasons and may be successful in obtaining a Travel Document to return to Canada as a Permanent Resident. If the embassy/high commission refuses your application for a Travel Document, you may appeal and use the same arguments at the appeal.
